How we read filings

In India, a plant needs environmental clearance before it builds or changes its product mix. The application lists each product with its capacity in tonnes. We read these filings from state and central authorities and turn them into signals per molecule.

  1. STEP 1Terms of referencePlan announced, product list filed
  2. STEP 2Public hearingFull EIA with tonnes per molecule
  3. STEP 3Environmental clearancePermission to build or change mix
  4. STEP 4Consent to operatePlant may start production
  5. STEP 5DMF / CEP filedSupplier visible to regulated markets

Where the filings come from

Signals come from public environmental clearance records: central filings on PARIVESH and the public hearing documents that state pollution control boards post, for example in Gujarat, Telangana and Andhra Pradesh. An executive summary posted before a hearing is often the first public list of products a plant wants to make, with tonnes against each one.

Plants inside notified industrial parks skip the public hearing. For them the clearance filing itself is the first public record.

How we treat the numbers

We keep capacity in the unit the company filed. If the filing says kg/day, you see kg/day. Converting needs an assumption about operating days, and we’d rather not guess it.

Many applications give one tonnage for a group of products made “and/or” in the same equipment. We show that number as shared and say how many products split it. A 96 t/yr block across 42 molecules tells you what the reactors can do, not what the plant will make of any one product.

Some filings announce a new API unit but name no products. We list those as site signals without a molecule.

What a signal is not

A clearance is permission, not production. Capacity in a filing is a ceiling, not actual output. Between a hearing and the first commercial batch come the clearance decision, consent to operate, process validation and, for regulated markets, a DMF or CEP. Any of those steps can stall.

Products listed under code names are not shown. We read every document by hand and link to it on each signal.
